Best online casinos in Latvia 2026: my ranking of all 16 sites

I have scored the 16 online casinos that players in Latvia realistically choose between in 2026: twelve with a Latvian licence and four foreign sites. The scores come from published terms, the VID licensed list and the arithmetic behind each bonus, not from marketing copy. Below is the full table and my reasoning for it.

How I score a casino

Every casino on this site gets one score out of 10. It is not a gut feeling. It is built from six things I can check against published terms, operator information and official lists, and I weight them roughly in this order.

  1. Licence. A Latvian licence, still usually called an IAUI licence although since April 2026 the IAUI has been part of VID (the State Revenue Service), puts the operator under local rules and gives the player a local regulator to turn to. A site without one starts with a handicap it cannot fully make up.
  2. Bonus value. The headline figure matters far less than the amount set against the wagering requirement. That ratio decides how much play stands between you and withdrawable money.
  3. Payout speed. The withdrawal time the operator states, and whether it runs on fast rails such as Trustly.
  4. Games. The size of the slot library, the depth of the live casino, table games and jackpots.
  5. Mobile. A native app or a mobile site only. A good mobile site is perfectly usable, so a missing app is a small minus, not a deal-breaker.
  6. Operator track record. How long the brand has existed, who owns it and whether a land-based business or an international group stands behind it.

The top three

X3000 (9.6) leads because it does nearly everything well and its payout speed is the best on the list. The welcome offer is 100% up to €500 plus 200 free spins at 35x, the operator states withdrawals in under 4 hours via Trustly, and there is an iOS app. The brand is the former Latvian Mr Green business, owned by Paf of Åland since 2023. Optibet (9.4) is the Latvian-born brand with the longest history here: established in 1999 and now part of Entain through Enlabs. It has the largest slot library among the licensed sites (2,800+), 140+ live tables including its own Optibet-branded blackjack and roulette, and payouts in under 6 hours via Trustly. The bonus is modest, €300 with 100 free spins at 35x, and that is the only reason it is not first. The detail is in my Optibet review.

Third place is shared at 9.2. Laimz has the best maths among the larger offers: up to €400 plus 150 free spins at 30x, with a €5 minimum deposit. Best bonus value: Laimz and Betsafe

Both use 30x, the lowest wagering on the list. On a €100 bonus that is €3,000 of turnover, against €3,500 at 35x and €4,000 at 40x. Laimz gives the bigger bonus (up to €400), while Betsafe gives 200 free spins on a smaller €200 bonus. The numbers are worked through in the Betsafe casino review.

Fastest payouts: X3000, then Tonybet and Optibet

Sports betting: Optibet, Tonybet and LVBet

Optibet and Tonybet are complete betting-and-casino brands, and Tonybet is title sponsor of the Latvian top football league, the TonyBet Virslīga. Land-based networks: Fenikss, Klondaika and OlyBet

Fenikss belongs to Alfor, Latvia's largest gambling business, with 55 halls open 24/7 and a Club F loyalty programme shared between the halls and the website. Klondaika has run gaming halls since the early 1990s. OlyBet is part of Olympic Entertainment Group, whose sister company operates the Olympic Casino venues. The rest of the licensed field

Tonybet (9.0) just misses the podium. It matches X3000 on bonus size (€500, here with 150 free spins at 35x), offers 2,500+ slots and 120+ live tables, and pays out in under 6 hours. For me the gap to the top is small and comes down to X3000's faster payouts and bigger free spin count.

OlyBet, Klondaika and Spēlēt (8.8 each) are three very different sites on the same score. OlyBet is the balanced all-rounder with €350 plus 100 free spins at 35x and payouts in under 8 hours. Klondaika has a strong brand but loses ground on 40x wagering and an under-12-hour payout time. Betsafe, LVBet and Fenikss (8.6) each have one clear strength: Betsafe the 30x wagering, LVBet the sportsbook, Fenikss the hall network. Joker.lv (8.4) sits lowest among the licensed sites because 40x on a €300 bonus and payouts within 24 hours are not competitive at the top, even if the €5 minimum deposit is welcome.

Across this group the pattern is consistent: one strong feature, one clear weakness. That is exactly the kind of site where your own priorities should override my order.

The four foreign sites

Lex, Drip, Monro and 1GO are run by the same Curaçao company, Galaktika N.V., and have no Latvian licence. They are on this list because Latvian players do look at them, and because their offers are hard to ignore: 150% up to €600 with 325 to 400 free spins, 5,000+ slots and crypto payments. The catch is 45x wagering and a €20 minimum deposit.

Lex (8.6) scores best of the four; it is casino-focused with esports and virtual betting rather than a full sportsbook, as I explain in the Lex Casino review. What changed in the market for 2026

Several shifts since last year feed into these scores, even where they do not move a number directly.

  • New supervisor. On 1 April 2026 the IAUI was merged into VID, following law amendments adopted on 3 December 2025. Licences, the list of licensed operators, the self-exclusion register and the blocked list are now all handled by the State Revenue Service.
  • Higher tax for operators. The gambling tax on interactive gambling rose from 12% to 15% this year. In my view that makes very generous offers from licensed sites less likely, which is one more reason to judge bonuses on their wagering rather than their size.
  • Sport sponsorship is back. From April 2026 licensed betting operators may again show their logos in adult sport. Tonybet, already sponsor of the national football team since May 2025, is the most visible example.
  • Stronger live casinos. Optibet launched its own branded blackjack and roulette tables with Stakelogic in October 2025, which helps its games score.
  • Newer licensees settling in. LVBet, licensed in Latvia since 2022, joined the Latvian licensed gambling association in August 2025.

None of this changes the basic logic of the table: a local licence, fair wagering and quick payouts still decide most of the ranking.

Which one should you pick?

My answer depends on what you want from a casino, so here is the short version.

  • You want the best overall package: X3000, with Optibet a close second.
  • You want a bonus you can realistically clear: Laimz or Betsafe at 30x.
  • You bet on sport as well: Optibet or Tonybet, or LVBet if betting comes first.
  • You want to start small: Joker.lv or Laimz at €5.
  • You play in halls too: Fenikss for the shared Club F programme.
